About the role
The Contracts Manager is responsible for managing all aspects of contract administration, subcontract management, procurement compliance, and business management functions for the QGS contract at the Savannah River Site (SRS) in Aiken, SC. This senior-level position ensures that all contractual obligations, FAR/DEAR regulatory requirements, DOE contract terms and conditions, and QGS business management standards are met throughout the life of the contract. The Contracts Manager serves as the primary contracts interface with the DOE client contracting officer, legal counsel, subcontractors, and project leadership, and is accountable for contract performance, risk mitigation, and the integrity of all contractual and procurement activities at the site. The ideal candidate brings 10+ years of contracts management experience on DOE, federal government, or large-scale nuclear/defense contracts.
What You'll Do
- Manage and administer all aspects of the prime contract with the Department of Energy (DOE), including interpretation of contract terms and conditions, tracking of deliverables and milestones, processing of contract modifications, and ensuring compliance with FAR, DEAR, and applicable DOE acquisition regulations.
- Serve as the primary contracts interface with the DOE Contracting Officer (CO) and Contracting Officer's Representative (COR); lead contract negotiations, respond to government inquiries, and coordinate formal correspondence in accordance with contract requirements.
- Oversee the full subcontract lifecycle including solicitation, award, administration, and closeout of subcontracts and purchase orders; ensure all subcontracting activities comply with FAR/DEAR flow-down requirements, small business goals, and QGS procurement policies.
- Identify, assess, and manage contract risks and opportunities; develop and implement risk mitigation strategies and ensure proper documentation of all contract actions, claims, disputes, and change orders.
- Lead preparation and submission of contract deliverables including reports, plans, certifications, and regulatory filings; maintain a comprehensive contract deliverables tracking system and ensure all submissions are timely and compliant.
- Support project cost and schedule management by providing contracts input to baseline development, change management, and earned value reporting; coordinate with finance, project controls, and legal personnel on contract-related financial matters.
- Develop and enforce contracts management procedures, policies, and training programs; ensure all project personnel with contractual responsibilities understand and comply with applicable requirements.
- Perform other duties as assigned in support of QGS project, program, and business management objectives.
What You'll Bring
Required Education and Experience
- Bachelor degree in Business Administration, Contract Management, Law, Finance, or a related field; equivalent combination of education and relevant experience may be considered.
- Minimum of 10 years of progressive contracts management experience on DOE, federal government, nuclear, or large-scale defense contracts, with at least 3 years in a management or senior leadership role.
- Comprehensive knowledge of the Federal Acquisition Regulation (FAR), DOE Acquisition Regulation (DEAR), and applicable DOE contract terms, conditions, and reporting requirements.
- Demonstrated experience managing the full subcontract lifecycle including solicitation, award, administration, and closeout on federal government contracts.
- Strong analytical, negotiation, written communication, and stakeholder management skills with demonstrated ability to interface effectively with DOE contracting personnel.
Preferred Experience
- Master degree in Contract Management, Business Administration, or a related field.
- Direct Savannah River Site or DOE major facility contracts management experience.
- Certified Federal Contracts Manager (CFCM) or Certified Professional Contracts Manager (CPCM) designation through NCMA.
LICENSES / CERTIFICATIONS:
Required Licenses / Certifications
- Must be able to obtain and maintain a valid Savannah River Site access badge and pass all required background checks and DOE security requirements.
- Valid U.S. driver license.
Preferred Licenses / Certifications
- DOE Q or L Security Clearance.
- Certified Federal Contracts Manager (CFCM) or Certified Professional Contracts Manager (CPCM) through NCMA.
- Active membership in the National Contract Management Association (NCMA).
SUPERVISORY RESPONSIBILITIES:
- No direct supervisory responsibilities; provides quality guidance and oversight to craft and subcontractor personnel in the field.
BENEFITS
PAY RANGE: $140k-$160k per year
