The New Mexico Oil & Gas Association (NMOGA) is a coalition of oil and natural gas

companies and community partners dedicated to promoting the safe, sustainable, and

environmentally responsible development of energy resources in New Mexico. Through

advocacy, collaboration, and education, NMOGA works to ensure policymakers, stakeholders,

and the public understand the critical role the industry plays in supporting New Mexico’s

economy and energy security.

Position Summary

The Regulatory Affairs Analyst supports NMOGA’s regulatory and policy initiatives by

monitoring regulatory developments, conducting research and analysis, and assisting the

Regulatory Affairs team in communicating regulatory updates to members.

This position provides an opportunity for an early-career professional to gain experience in

energy policy and regulatory affairs while working closely with industry experts, regulatory

agencies, and NMOGA member companies. The Analyst will help track regulatory

developments, prepare research summaries, and assist with member communications and

regulatory committee coordination.

The position reports to the Vice President of Regulatory Affairs and works closely with other

NMOGA staff and member company representatives.

Key Responsibilities

Regulatory Monitoring & Research• Track regulatory developments affecting the oil and natural gas industry at the state and

federal level.

  • Monitor agency activity, rulemakings, and policy announcements from agencies such as,

but not limited to, the New Mexico Oil Conservation Division (OCD), New Mexico

Environment Department (NMED), Bureau of Land Management (BLM), and

Environmental Protection Agency (EPA).

  • Conduct research and summarize regulatory proposals and policy changes for internal

staff and members.

Policy Support

  • Assist the Regulatory Affairs team in reviewing proposed rules and preparing summaries

outlining potential impacts on member companies.

  • Support the preparation of regulatory updates, issue briefs, and informational materials

for NMOGA members.

  • Assist in compiling member feedback related to regulatory proposals.

Member and Committee Support

  • Support NMOGA regulatory committees and working groups by coordinating meeting

logistics, preparing background materials, and documenting key discussion points.

  • Maintain regulatory tracking documents and assist in distributing updates to members.
  • Respond to member inquiries by gathering information and coordinating with the

Regulatory Affairs team.

Agency & Stakeholder Engagement

  • Attend regulatory hearings, public meetings, and workshops when appropriate to monitor

discussions and report back to the Regulatory Affairs team.

  • Assist in maintaining relationships with regulatory agencies and industry stakeholders.

Permitting & Compliance Awareness

  • Develop familiarity with permitting and regulatory processes affecting oil and natural gas

operations in New Mexico.

  • Assist in communicating regulatory updates that may affect member operations.

Cross-Team Collaboration

  • Coordinate with NMOGA’s Government Affairs and Communications teams to

ensure regulatory developments are clearly communicated to members.

  • Assist with preparing briefing materials, presentations, and member communications.Qualifications

Education

Bachelor’s or associates degree or technical certificate in environmental science, engineering,

geology, public policy, law, economics, or a related field.

Experience

  • 1–3 years of professional experience in energy, environmental policy, government

affairs, regulatory compliance, public policy, or a related field.

  • Internship or coursework related to energy policy, environmental regulation, or public

policy is valued.

Knowledge & Skills

  • Strong research and analytical skills.
  • Ability to review and summarize technical or regulatory information clearly.
  • Excellent written and verbal communication skills.
  • Strong organizational and time-management abilities.
  • Ability to work collaboratively in a team environment.

Reporting Structure

This position reports to the Vice President of Regulatory Affairs and works closely with
